PPP Model

 

No investment from the government.except that GoK to provide physical space for the back office in taluka

 

Application developed by NIC to be hosted at GoK run State Data Center

 

PPP partner to set up 800 telecenter at hobli level and 177 back offices in the taluka level

 

Digitisation of birth and death databases part of the scope of work for PPP

 

A fixed transaction charge to be levied on the citizen

  PPP partner to be paid part of the transaction charge
  Strict Project Rollout and Operational Service Level Agreement on the PPP partner.

Revenue Model


Telecenter Agency

PPP partner would earn its revenue from:

 

A share of the user charges for e-Governance services. The user charges are different for different category of services and also different for different slabs of a given category of service.

 

A Transaction charge for bill collection for Utility Companies, Panchayat property taxes etc.

 

Fees from the Government of Karnataka for providing services under various Government programs like Sarva Shiksha Abhiyan.

 

Data entry charges for operations like Crop Updation or for digitization of data of various Government offices.

 

Hiring of hand helds to departments of GoK

 

B2C services for which the TA would need to work with various content and service providers

 

Other IT and Internet based services like computer education, DTP work, etc.

           

Nemmadi Monitoring Cell (NMC)

GoK has constituted a Central monitoring cell to oversee the implementation of the Telecentre project. The NMC will receive a 3% share out of both the TA’s share of user charges of G2C services and the service charges received by the TA from utility providers.
